Problem:
This problem comes up when we try installing the Windows Phone Developer through web installer i.e running the setup.exe within the package ( vm_web2.exe ) after extracting it .
Technically the vm_web2.exe is supposed to run directly and install by itself , But in some cases for Ex. if you are installing the developer studio on a Win XP machine(check out the post on how to install on Win XP here) you may have to extract the package. In such a case the setup may fail.
Resolution:
1. You may have to download the .ISO file from (http://go.microsoft.com/?linkid=9785134) and extract it , edit the baseline file and install it by running the setup.exe.
